Karla Egan, Ph.D.
EdMetric LLC’s founder, Dr. Karla Egan, is internationally recognized for her work in standard setting and achievement level development. Dr. Egan is the rare psychometrician who enjoys communicating complex psychometric concepts to stakeholders. Throughout her 20-year psychometric career, she has worked with parents, educators, state educational agencies, and state legislators.

Stanley Rabinowitz, Ph.D.
Dr. Rabinowitz has consulted extensively on standards, assessment and accountability issues with researchers, policymakers and assessment staff at national, state and district levels in the USA and internationally. Dr Rabinowitz has served on more than a dozen state and national technical advisory committees as well as directed the National Center for Standards and Assessment Implementation and the PMO for the Smarter Balanced Assessment Consortium at WestEd. He served as General Manager for the Australian National Assessment (NAPLAN) and State Assessment Director at the New Jersey Department of Education.

Joseph Martineau, Ph.D.
Dr. Martineau has over 20 years of experience in education and assessment. He has served in various leadership roles, managing psychometric research and large-scale assessment systems for K12 programs. His work has included developing growth models, accountability systems, and conducting state-level assessment development and review. He has also led efforts in assessment, accountability, and strategic research at the state level, contributing to the improvement of education systems and policies.

Melia Franklin, Ed.D.
Dr. Melia Franklin has been in education for over 25 years. She has served in multiple capacities: teacher, state department director, university instructor, and Local Education Agency district office administrator. In these various roles she has helped orchestrate large-scale assessments at the state level and worked directly with teachers at the district level to create classroom assessments that affect instruction. In her role with EdMetric, Dr. Franklin works with the team to write technical documentation, conduct assessment audits and alignment studies, and evaluate educational products.

Robert Keller, Ed.D.
Dr. Keller is an accomplished psychometrician and research scientist known for leading cross-functional teams and building enterprise-grade software that streamlines operational workflows for large-scale assessment programs. Over his career, he has designed adaptive testing engines, developed item pool optimization software, and created enterprise tools such as web-based measurement portals to unify data management, automate test assembly, and support operational psychometrics. He has also conducted hundreds of large-scale equatings, ensuring fair and reliable outcomes for millions of students each year.
Ellen Fitzsimmons
Ellen Fitzsimmons is skilled in cleaning, transforming, and analyzing assessment data using statistical tools such as R, Python, SAS, and SPSS. Ellen is experienced in creating clear visualizations and translating complex statistical findings for diverse audiences, including internal teams, clients, and stakeholders. She supports the development of technical documentation—including technical reports, score reports, and dashboards—while reviewing data processing scripts, psychometric workflows, and scoring procedures to ensure accuracy, consistency, and adherence to best practices.

Amy Jones
Amy Jones has more than 25 years of management experience. As the Operations and Program Manager with EdMetric, Ms. Jones interfaces with our clients to guarantee that customer and company goals are met. During the past three years as part of the EdMetric management team, Ms. Jones has played a vital role in orchestrating multiple projects related to alignment reviews, standard setting events, and achievement level descriptor development. Amy serves as an on-site project manager for key EdMetric projects and focuses on logistics. She works collaboratively with state agency personnel, work-group participants, and assessment vendors to ensure that work is completed successfully in the allotted time frame. Amy also assists in group facilitation as needed.
Callie Wodrich
Callie Wodrich has an engineering degree with expertise in systems development, data analysis, and process improvement. She plays a key role in reviewing and managing data to ensure accuracy and efficiency. She also focuses on continuous improvement of EdMetric’s user interfaces, enhancing the usability and functionality of the systems.
